Fusion 21 Fusion 21 is a strategic partnership between Knowsley and St Helens Metropolitan Borough Councils and seven RSL’s from the Merseyside area. It was set up improve the housing stock of the participating organisations whilst delivering efficiency savings and community benefits. Own Place In 2007 Frank Rogers Building Contractor Limited were selected by Riverside Housing Association as the nominated contractor to carry out refurbishment works to bring previously void properties up to a mortgagable standard, to be sold to the public at a discounted rate. We have recently completed Phase Four of Own Place, and are in negotiations to commence Phase Five in January 2011.
